BLOOM Updates UNIDO on Its Progress

A high-level delegation from the United Nations Industrial Development Organization (UNIDO) recently met with officials from the BLOOM Cleantech Cluster incubator program for an update on its progress over the last five years.

Established in 2019 through a partnership between Export Barbados (BIDC) and UNIDO, the BLOOM Cleantech Cluster has quickly become a local hub for clean technology innovation and sustainable practices. In fact, Dr. Terrell Thompson, Manager of BLOOM, disclosed that they have awarded more than $100,000 in grants to local start-ups to assist them in developing their business plans and prototypes.

Additionally, he said they have connected incubatees with angel investors and venture capitalists, helping them to raise over $750,000 in cash and technical services. He made the disclosure at the start of an innovation tour for the UNIDO delegation, which started at Export Barbados’ International Food Science Center (IFSC) at Newton, Christ Church, one of the facilities used by the incubatees.

Although BLOOM initially faced challenges due to the COVID-19 pandemic, it has made significant progress since 2021. According to Dr. Thompson some notable achievements included the development of a cleantech policy platform for Barbados in partnership with Atom Solutions, the establishment of partnerships with SAGNA, a Caribbean accelerator program, and collaboration with the London Royal Academy of Engineering to provide training and mentorship for incubatees. Additionally, BLOOM has created a cleantech industry vision statement and logo in collaboration with Ernst and Young.

The BLOOM Manager further disclosed that several bioenergy projects are in the pipeline, including a 250-kilowatt biogas plant located in the Newton Industrial Park. This plant will power some of the manufacturing in that area and produce fertilizer for local farmers. Additionally, he said they are also working on developing green hydrogen and activated carbon, commonly called biochar.

“Bloom is the first incubator of its kind in a SIDS [Small Island Developing States] and the first of its kind in the region, and it has been very successful. UNIDO and other implementing agencies are interested in replicating this model, first regionally, then globally. The Barbados cluster will be the hub for SIDS. A virtual network will be established in the region, and all parties will work with the Barbados cluster to replicate the model globally. The team in Barbados will facilitate this process,” Dr. Thompson stated.

UNIDO’s Director General Gerd Müller commented that UNIDO is dedicated to supporting SIDS like Barbados and praised the country’s efforts in embracing renewable energy. He emphasized the need for SIDS to enhance the resilience and productivity of their AgroTech sectors and to develop the agro-processing industries, which would create job opportunities.

Mr. Müller also highlighted the importance of increased private investments in the AgroTech sector due to its vulnerability to climate change, stressing the necessity of investing in resilient new seeds.

In his remarks, Mark Hill, the Chief Executive Officer of Export Barbados (BIDC), the corporation responsible for BLOOM, commended the program for its achievements. He noted that BLOOM has an important role to play in the country’s efforts to become a 100 percent renewable energy economy by 2030.

“It’s not just a fancy idea; we know that it is doable. We know it is also bankable. We also know that the investments and finance capital are there, but it is the will to push through and to do it. What we at Export Barbados focus on is doing, not just talking,” CEO Hill said.

He also mentioned that Export Barbados has invested in biomass from the land and ocean to produce energy, explaining that renewable energy is key to moving industry in this country forward.

During the tour of the IFSC, the group saw first-hand how the shared-use facility, which includes a commercial kitchen, bottling and labelling machinery, and a laboratory, is helping to improve production for small and microprocessors. The group also visited Export Barbados’ Seamoss Project in the North of the island.

SIDS4 Side Event: “The Barbados BLOOM Cleantech Cluster – A collaborative model to unlock green entrepreneurship and innovation in SIDS”, 30 May 2024, Antigua and Barbuda

Introduction

Small Island Developing States (SIDS) are striving towards economic diversification and higher added value manufacturing and servicing, leapfrogging to industry 4.0 and clean energy and resource efficient technologies. A just transition requires the participation of the private sector in SIDS in the expanding value chains of modern green product manufacturing and servicing, creating domestic jobs, revenues and opportunities for the island youth – men and women.

Cleantech includes a broad range of technologies, which are key enablers for the transition of SIDS towards climate resilient and diversified green and blue economies. In this context, Barbados – a small island within the Caribbean, has ambitious plans, including the Declaration of Mission Barbados, which foresees by 2030, to become a clean and beautiful large-ocean state, championing sustainable development locally and globally – with the goal of all domestic activities becoming 100% sustainable by 2035.

Therefore, under a Global Environment Facility (GEF) funded project, the United Nations Industrial Development Organization (UNIDO) in partnership with the Government of Barbados, the Ministry of Industry, Innovation, Science and Technology (MIST) and Export Barbados (BIDC) joined hands to establish the BLOOM Cleantech Cluster, which provides shared resources and services and connects the main players of the eco-system, including government, entrepreneurs, science and financiers to work jointly on the commercialization of innovative adapted island solutions.

Over the past years, the cluster has operated an in-house incubation program and has established close ties with regional accelerator programs, such as the IDB Circular Economy Accelerator for Latin America and the Caribbean,  venture capitalists and investors. Moreover, the cluster hub facilitated public-private dialogues, designed enabling policies and quality standards and published the Barbados Cleantech Industry Report. I also developed the national cleantech label “Greening paradise together” under which Barbadian exports can be promoted in future. BLOOM has supported more than twenty entrepreneurs and has provided successful matchmaking services to investors and financiers.

BLOOM has become an important partner of the Export Barbados “Life is Barbados” strategy, which aims at economic diversification and leapfrogging to higher added value sectors and eco-industrial parks, focusing on industry 4.0, digitalization, biotechnology, pharmaceutics, agri-business, cleantech and blue economy. Moreover, the Government and UNIDO are partnering on replicating the BLOOM model through a regional approach under the Global Network of Regional Sustainable Energy Centers (GN-SEC) covering 35 of 39 SIDS in Africa, Caribbean, Indian Ocean and the Pacific. The latter network was created under a SAMOA Pathway Partnership, which was nominated for the 2023 United Nations SIDS Partnership Award.

Objectives and Outcomes of the Side Event

This session will inform on the Barbados BLOOM Cleantech Cluster model namely its origin, successes and challenges. Moreover, supported entrepreneurs – men and women – will present their developed sustainable energy and circular economy solutions directed towards accelerating the shift of Barbados and the Caribbean to diversified green, blue and digital economies. There is focus on innovative, digitalized solutions aiming at the diversion of waste from the landfill by utilizing these waste streams found in the Caribbean to create value-added products. Moreover, the envisaged replication of the of BLOOM model in other SIDS and lower-income countries will be discussed also in the view of the intended establishment of a climate technology and innovation mechanism promoting SIDS entrepreneurship globally as outcome of the SIDS4.

Guiding questions for the discussions:

  • How the BLOOM cluster helps Barbados to promote cleantech market uptake, entrepreneurship, innovation and exports?
  • Which lessons learned we can draw from the Barbadian example? What has worked and what not?
  • How we can empower SIDS private sector to participate in the emerging value chains of cleantech manufacturing and servicing, generating jobs and revenues?
  • How can we replicate the Bloom model regionally and internationally in other SIDS in the context of the envisaged SIDS4 climate technology and innovation mechanism?

  1. General Background Information

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the  United Nations that promotes industrial development for poverty reduction, inclusive globalization  and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted  at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate  inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an  integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda  for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame  United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully  recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable  industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser  extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic  priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the  environment; and Strengthening knowledge and institutions

The United Nations Industrial Development Organization (UNIDO), the Ministry of International  Business and Industry (MIBI), Export Barbados (BIDC) are implementing the Global Environment  Facility (GEF) funded project “Strategic platform to promote sustainable energy technology innovation,  industrial development and entrepreneurship in Barbados”. The project contributes to the  implementation of the National Strategic Plan 2005-2025, which aims at making Barbados a “green  circular economy” and the “most environmentally advanced green country in Latin America and the  Caribbean”.

The GEF project has achieved laudable progress. With support from UNIDO, the Barbados Cleantech  Cluster (BLOOM) became fully operational in 2020. It is hosted by BIDC and has already established a  broad range of international partnerships. In line with its business plan, the cluster provides office  space, intelligence, funding for prototyping and various incubation and acceleration programs either  home-made or in cooperation with other partners. BLOOM also provides targeted training programs  for its companies and start-ups.
